Meet Information Sheet

Location:
Clyde Hart Track and Field Stadium, located at 1601 Martin Luther King Blvd, Waco, Texas.

Site Director:

Officials:
TAPPS and Baylor University will secure individuals to serve as officials for the meet

Fees:
Individual Events $10 per runner per event
Relays $40 per relay

Coaches/ Meeting:
There will be a coaches meeting on Thursday May 4th at 7 pm
Packets (including meet information, numbers, etc.) will be distributed.

Admission:
Friday Admission fee: $10.00 for students and $15.00 for adults.
Saturday Admission fee $10.00 for students and $15.00 for adults.
TAPPS passes will be honored at the main entrance only.

Parking:
Buses should park as shown on the facility map.
Buses should drop off as shown on the facility map and park at McLane Stadium.
Please do not park in the closer parking lots so that fans have a place to park.

Awards:
Awards will be presented at the conclusion of the event.

Protests:
All protests relating to matters which develop during the meet should
Procedures: be made at once and not later than 30 minutes after the result has been officially announced. Any such protest must be made in WRITING and include the $40.00 FEE) by the head coach and submitted to the meet referee. The decision may be appealed to the Jury of Appeals, whose decision will be FINAL. In matters related to officiating pictures, the coach may ask to review the photo with the referee. The meet will not be stopped to allow review.

Rules:
1. National Federation Track and Field Rules with the UIL / TAPPS supplement will govern the Track and Field meets.
SEE SECTION 187.T. OF THE TAPPS MANUAL IN REGARD TO UNIFORMS, AND TATTOOS.
2. Spikes no longer than 5/16 inches are permitted, and only white athletic tape may be used for marking. All tape should be immediately removed by the competitors after the event.
3. Shot put and discus circles are concrete, so plan for appropriate foot wear. The shot put area does not meet High School Federation standards, however, it meets university Standards and has been used by TAPPS for many years. It is
official for the TAPPS State Meet.
4. Implements should be marked with the school name. They should be turned into the appropriate official at the implement check-in area no later than the designated time:

Implements shall be impounded at the above times and delivered to the site prior to the event. Implements will not be released until the finals in each event is concluded. The person who brings the implements to weigh-in must sign that the implements have been entered and the same person must sign to have the implements returned after the competition. Implements may be picked up at the conclusion of competition at the weigh-in room or the awards tent. Implements that do not pass inspection may be retrieved from the TAPPS Awards tent on Saturday.
The Weigh-in room is located as shown on the facility diagram.
5. Throwing events and Jumping events for distance: After 3 attempts, the order shall be reversed, so that best performance in the preliminaries competes last in the finals.
6. Field event check-in is 30 minutes prior to the event at the heat tent.
7. Running events check-in is 30 minutes prior to event at the tent. Then the clerk will walk contestants to the starting line. Students not at the tent when the group is lead out may be disqualified from participation.
8. The athletes warm-up area is located as shown on the facility diagrams. General warm-up will not be permitted in the track in-field area. Athletes may only access the infield through the heat tent.
9. Preferred lanes to be used for the Championship Meet
All events excepting 200 m 5, 6, 4, 7, 3, 8, 2, 9, 1
200 m 6, 7, 5, 8, 4, 9, 3, 2, 1
10. The top Four places in each Regional will advance to State Track Meet and seeded according to their respective times. The 9th qualifier shall be determined by comparison of the 5th place finishers at each regional meet. All qualifiers to be posted on the TAPPS website.
11. Properly assigned competitor numbers must be worn on the FRONT of the uniform. Competitor numbers will be included in the team packet and will admit athletes into the Track Complex.
12. Entrance gate: All officials, coaches, and trainers will enter and exit the complex from the designated gate. A sign will mark the entrance. Wear wrist band or number.
14. Baylor trainers will be on site to assist teams. Please contact the Baylor trainers if EMS assistance is needed.
15. Tents will not be permitted inside the fence surrounding the track complex. Tents may be set up as shown on the facility diagram.
16. Please note that the 3200 meter run and the 1600 meter run, both boys and girls, will be run from a waterfall start. The 800 meter run, will be run from a stagger, and break, at the pole, following the first curve.
17. Pole Vault Rules:
A) Competition is run by classification (see schedule)
B) Rule 7, Section 5, Article 3 of the National Federation Rules states.The Competitors weight shall be at or below the manufacturers Pole rating. The manufacturers must include on each pole: the pole rating that shall be a minimum of 3/4 inch in a contrasting color located within or above the top hand-
Hold position; a 1 inch circular band indicating the maximum
top handhold position with the position being determined by
the manufacturer.
PRIOR TO THE COMPETITION, THE STUDENT MUST WIEGH IN AND POLES MUST PASS INSPECTION.
C) Time limits per vaulter will be enforced, using the following procedure: A time judge will be used. A cone or marker will be set on the runway by the judge until the bar is set. Once the bar is set and standards are adjusted, the cone or marker is removed and the watch is started. At 45 seconds, a flag goes up to warn the vaulter that he/she has 15 seconds to begin the approach. At one minute the red flag goes up for a foul. If the vaulter has not begun the approach in the one minute period, it counts as a miss.
17. Starting Heights
Pole Vault- minimum heights are: Boys 9
Girls 7
High Jump minimum heights are: Boys 54
Girls 44
The minimum heights shall be in place for the championship meet regardless of the qualifying heights from the regional meets.
The High Jump bar is moved 2 at a time; the pole vault bar is moved 6 at a
time until the State Record is tied; then 2 at a time.(See Manual Section 187)
18. All athletes must be accompanied by a coach who is registered and SCOPE certified
through TAPPSter. Do not send athletes with parents or someone not accountable to the school. Each school must provide one coach per team (one for boys team, one for girls team) to assist in field events.
19. THERE WILL BE NO SCRATCH MEETING AT THE STATE MEET. OTHER THAN
RELAYS, THERE WILL NO SUBSTITUTIONS AT THE STATE MEET.
Coaches who know in advance that any of their athletes cannot compete at the
state meet, should contact the TAPPS office so that the next athlete may move up. There will be no additions to the meet after 5 pm the Tuesday prior to the State Meet.

THE FAIR EFFORT RULE (SECTION 187. O) GOES INTO EFFECT WHEN THE REGIONAL MEETS BECOME OFFICIAL ON THE DAY OF THE REIGONAL MEET.

IF AN INDIVIDUAL SCRATCHES OR FAILS TO PARTICIPATE IN AN EVENT AT THE STATE MEET, THAT INDIVIDUAL CANNOT PARTICIPATE IN ANY OTHER EVENTS AT THE STATE MEET.
